Recording shows opponents taking high damage at next to zero health yet are never defeated. There is no stated mechanic that I can see as a modifier for conquest preventing defeat. Tried various squads, GLs and non-GLs. Only instant defeat mechanics seem to work. Tried uninstalling and reinstalling the game to no effect.

Have you tried reading the description of the training droids data disc that you have equipped?
