The only workaround I've been able to find, is to go visit the lots in Live mode with a Sim, and then going into Build mode and Modify Schedule Preset, and changing it there. Once you've done that, save the created role with the chosen outfits in your Role Library, then you don't have to do this whole tedious process for the same Sim types on every lot.
