[AA] Formative Moment: Be Inquisitive About Cuisine Stuck at 3 / 4

The Formative Moment challenge "Be Inquisitive About Cuisine" from the Adventure Awaits pack is stuck at 3 out of 4 stalls ordered from.  This child has fully learned all of the recipes from Indian, Filipino, Moroccan, Vietnamese and Japanese stalls, and half of the recipes from the Chinese and Mexican stalls.  That's ordering and eating from all seven international food stalls in San Myshuno.  I've also had the kid order from the Gourmet and Cupcake stands to see if they'd hit the 4th stall to finish the challenge, it didn't.  I had them go to Brindleton Bay to see if ordering and eating from the seafood stall would work, as well as buy festival swag during a festival; it did not.

Things that might influence the outcome, but shouldn't.  The kid haggled his meal prices down almost every single time; including the first three that counted.  There are only three vendors that rotate randomly between the stalls.  The child is spellcaster occult.  The first time they went to the Japanese stall, and where it stop counting, was they went there during the Romance Festival (I wasn't looking at the day and forgot it was time for that festival).

If I had to guess the reason why it's stuck, I'd guess it's because of either the festival or only having three vendors (one is Nina Caliente, one is a plant-sim from the Fairy Pack, the other is a rando).

I haven't tried removing the challenge and retaking it mostly because it was such a pain to get it to trigger in the first place and the child is almost a teen at this point.
