I'm experiencing the same issue — but for me, it happens specifically on custom venues (not getaways in general). It doesn’t occur every time, but quite frequently.
When the bug happens (time/clock stops and Sims freeze), I’ve noticed something odd: if I switch to Build Mode, environmental effects like wind, or falling leaves still continue. Normally, when entering Build Mode during gameplay, everything should freeze — but in this case, it doesn’t.
Sometimes, after a while, there’s also a sudden time jump — for example, the clock skips ahead by about an hour — and then the freezing starts again shortly after.
I’ve tried several things to fix or reset the issue:
The game eventually becomes completely unresponsive, and I have to quit.

Everything else runs smoothly, and I don’t have many rentals in my game, though I do play with a lot of households. I’ll test this again with a fresh save and report back.

I’ve now tested the same custom venues in a new save file, and so far everything works perfectly — no freezing or time issues at all.
Because of that, I suspect the problem might be related to the size of the save file. My original save is quite large, so that could explain why the issue appears there but not in a fresh game.

I think my issue is similar to yours. But, I haven’t tested with a new save file yet.
My Sims often lag for about 15-60 seconds (real life), just standing around. I usually pause the game and time it with a stopwatch, after about a minute, their activities usually run smoothly. Sometimes, though, I still need to reset a Sim, hit pause again, and wait it out.
My save file is 87 MB, and yes I do play with lots of households as a rotational player 😔✊
