The same thing happens in The Sims 4: Hobbies & Business.
When you assign the staff to clean up and there are several items to clean that get grouped into a pile, the action gets cancelled.
They can’t handle the process of picking up glasses and plates → throwing leftovers in the trash → washing them in the sink.
Since it’s very likely they reused parts of the Hobbies & Business system, the cause of the bug is probably the same. 😪
