is it just that one rack ? The one next to it seems to have weights ? What happens if you replace it, do you have the same issue ?

The empty rack is not usable.
I tried Shift Click, reset item - no change.
I did not go into build/buy to delete and repurchase because I wanted to report it here and be able to troubleshoot or answer questions if needed.
Also tried moving to a different lot then re-entering this lot. No change.
Save / Closed Game then later reopened this lot. No change.
I'll look more closely at the other rack that has some weights on it and let you know. Thx!
