One can flirt with the Grim Reaper, and become WooHoo partners, but it will not complete the action beyond the excited dance at the idea of woohooing.

The game cancels the interaction to woohoo with the grim reaper even though they have full friendship and romance bars with my sim, even though I have the Life & Death pack
