This isn't a bug, it's by design. Sims are not locked into specific actions when the Lot is "unloaded".
They *are* supposed to be doing *something* when the lot is loaded. If you're using mods it's entirely possible you have one that alters the zone "spin up" behaviors and is preventing that from happening.

Just to make sure I understand, the way you’re saying it’s supposed to work is:
Sim A is actively cooking dinner and queued to vacuum, refill the dog bowl, etc. when I exit the game/live mode and go into build buy. When I resume things, Sim A should still be cooking (though the other tasks may be gone).
If I have it right, that makes sense! I do use mods, and I can try to filter out and test the ones that change zone behaviors. However, I noticed the OPs in the thread I linked and the offsets from there had the same issue even without mods, and I can’t seem to find the ultimate resolution. The trail just kind of…stops.
Not simply from entering buy mode, no, but if you go to manage worlds and come back, yes. Sims don't save their position/activity between "sessions" necessarily.
Okay, I guess that makes sense. I better just hurry up and finish modifying my save so this isn't a problem anymore, LOL.
