Activity table: No 'encourage' or 'Call over to see option'

I started a game yesterday, just got a kid aged up to child. No "call over to see" option for either parent. I do not have the new B&H. No CC or mods. Neither parent has painting skill, this previously wasn't a requirement to encourage creativity in children.
