I've just checked and my child sim can be encouraged by her mom while she is drawing on the activity table and she also has the option to call the mom over to see. The child's dad can't encourage her while she is drawing and the child can't call the dad over to see. The mom has maxed painting and the dad essentially has no painting skill (his is at the bottom of level 1). I tested with my mods folder out. I have all the packs released to date, including Businesses & Hobbies EP.
Note I also have the game on my laptop which I've not updated for the Feb 25/25 update (this has all DLC except the Businesses & Hobbies pack), and the option to encourage the child while drawing or for the child to call any adult in the house over to see while she is drawing is available on all adults and none of the adults have painting skill (I checked in the Spencer Kim household that I had not played with previously).
Edited to add, I disabled the B&H EP on my desktop and the results are the same. I checked a different save since the one I originally checked used the new EP. In this second save there initially were no adults in the household with enough painting skill to encourage the child or to be called over (which appears to be how a child initiates being encouraged, or 'mentored', it's not something I've used before). One adult in the household did have level 2 painting and I had her paint and increase her painting skill and once she reached level 5 of painting she could encourage the child/be called over while the child was drawing (I kept checking as she leveled up). The message the child gets while being encouraged is 'Feeling Encouraged (From Being Mentored)', which is the same as it was before the Feb 25/25 update, however, it appear that only sims with level 5 painting skill can now encourage a child, including their own children where previously that wasn't necessary.
