Admired Icon: can't 'Make 10 teen Friends' with Incredibly Friendly

In Everyone's Bestie it never registers any teen friends. I always have to cheat past this level. No mods or custom content in my game and I've had this issue I think since the pack came out.  Edit...

Could you please provide the following information

-  Are you using mods/cc in your game ? Please remove them and test without them if you do.
-  Does your Sim have the  incredibly friendly perk ?

    No mods/cc

    Yes, she has the incredibly friendly perk.
