Admired Icon: can't 'Make 10 teen Friends' with Incredibly Friendly

I also have this issue (counter for 10 teen Friends stays 0) for quite some time in different game versions with all teens I playing.
Win 11, no Mods but have except most sets and the dream-home-decorator-game-pack all Expansions running. 

It might related to the  incredibly friendly perk as ​@crinict suggest as it is the first perk I usual unlock.
The most recent game I started with the Alien took my Parents away challenge. 

Work around if you have Get Together:

1. Make a new club.
2. Add the 5 friends. (Makes them acquaintances with a tiny positive relationship)
3. Add the 5 friends to Social Bunny
4. Remove friends from the club and pick 5 new ones.
5.  Add them to Social Bunny
6. Optional: Delete the club if you want

Sometimes funny and some of the friend pack specific interactions leave them just under the friends mark as well.

As far as the bug, it depends on the relationship:

• If they are marked as family (usually first cousins who haven't met yet), I never get credit for becoming friends if they become friends upon introduction.
• If they are not marked as friends, it is hit or miss whether they are whether it counts if they become friends immediately on introduction
