Similar is happening for me. Except my fisherman can't go to work unless I travel and send him from the lot. When I hit the "Go To Work Button," it doesn't queue up the action. I tried online advice, like changing his work uniform, and resetting him.
As soon as I load into the new lot, I can press the button, and off he goes. But, then I have to return home to play the other Sims in the household, which returns him from work. Or I can bring them there before he heads off, and stay until his shift is over, but that's an invasive thing to have to do, since my family lives off the land in the wildnerness, and has no desire to travel.
