I'm having the same problem where NPC's suddenly have a house full of babies, or calling constantly to ask if they should have a baby even when they are unknown to my sim. If the NPC is already placed in a world and you go to visit them there are bassinets all over the lot with all the babies at the same stage i.e. straight from the hospital.
I play on a fully updated windows laptop with no mods or cc ever, I have all the expansions, packs etc and my game is also fully up to date.
