[AA] BamCo playground equipment stopping some sims from entering a playground

I have tried playing with playground lots again, but I am still having the issue with toddlers and child sims spawning in and idling in place on the edge of playground.

With the toddlers, I still think that it's because they have under two points of movement skills. Only toddlers I have played and have the skills will enter the lot, when I am playing another family. Un-played toddlers will swan in and idle, clogging up the sims count. I have had up to 4 toddlers idling in place.

I wasn't sure why I was getting idling children. I am thinking that it is because the playground equipment is already in use (all slots are taken up by other children) but this is just a theory. I usually have between 2 to 4 children idling. Some will eventually enter and I think that is because another child has left.

The reason I think it is the BamCo playground equipment causing this, is because once you remove it, there is no more idling off lot. All children and toddlers will enter the lot and play with toys and other play equipment. 

This makes the BamCo playground equipment pretty useless for a playground, unless you are willing to put up with a lot of sims just standing around and unable to enter the lot. It is yet another cool thing that was added to the game that does not work properly. 

Playing on PC. Playgrounds were tested on two separate computers. One that has never had mods or CC in the game and another that has minimal mods, no CC. Played on the same EA account. All packs owned, except some kits.
