When a small business is open, sims can't cure sick pets. Diagnosing works as it should, but all the cure options were greyed out. On hover-over they claimed there's not enough business funds for that action, which obviously is silly since small businesses don't even have those, and my sim had over 10,000 simoleons.
As soon as I closed the small business, I could cure the pets normally.
This makes having a cat cafe where the owner has seven cats (several elder) bit of a challenge.
I hope this is the correct way to report bugs now, the fact it says it's an idea and the lack of options in the form makes me wonder if I'm in the right place, but this is where I got from 'Report a Bug' link, so...
For information: I have all the packs, play on PC, use EA App and it auto-updates so the game is the latest version. The save is ancient, I use some mods, but had them disabled when this happened.
