No matter how many times my sims achieve a milestone some of the family recipes wont unlock, fertility unleashed, illness immunity etc. Regardless of the save, family or other factors wont unlock.

For me the low maintenance special touch doesn't unlock. I locked the parents and the child into a room so that no one could wander of before I aged the child via birthday cake (toddler to child), so both parents definitely observed it. The child is an alien concieved as Science Baby, if that is relevant.
