[BH] Employees not always wearing assigned uniform

Sometimes a Small Business Employee won't wear their assigned uniform and they'll appear with their regular clothes. Edit By Crinrict: Added Tag to Title, Adjusted Title

I have the same problem except it's not an occasional issue. I've created over a dozen businesses and I've never had employees change into the designed uniform.

This is with no mods and no CC.
