I'm also having this issue. I was hoping it would resolve when my sim died, but she can't even die. Every save, she would die when I loaded but never truly dies. I made her a playable ghost for the time being to keep working on the family line that I have going.
This is really frustrating. I loved owning my small business and now it's ruined my whole save that I'm not willing to give up.
