Trying to setup an old lot to be a residential small business and cannot open as it says there is no valid lot and that I should purchase a venue. Did I set this up wrong or am I missing something? Anyone else have any issues with setting up their residential lots as small businesses?

Having the same problem here, even without mods. I can set up everything else in the business. Just can't use my residential lot to run it.
I placed the lot from my library to a new lot and moved the household and everything works, when I tried moving the household back to that lot it had the same issue again so I just continued playing on a new lot.
I'm having this same issue, except my lot was never a residental rental. It was, however, a retail lot, in which my sim fake-lived on. I've tried all the usual things, bulldozing and replacing, moving sims in and out and so on. It saves all the small business settings when I do this, as soon as I try to change it to one, it recognizes the layout I had before. My sim as well is in a new household, since she can now fully live on her own there. However, no matter what, the lot won't let me use it when I try to create a small business. (I haven't tried moving lots or worlds as there is no space - I have a fully custom world finished, so this lot is where it goes). I can lay out where the public and retail areas are and so on, but the small business tab doesn't seem to see it.
I have this problem too. Particular lots (Newcrest) don't seem compatible with opening a Small Business. Can't assign lot. This lot was never a rental, just a residential lot. What fixed it? Trying it on a new lot completely or starting a brand new game file.

I don't even own the for rent pack, so it's not because of that. I spent 40€ on nothing.
I have the same issue. At one point the lot I want was rental. Than I bulldozed the building and turned it into residential. Now I moved my sim there and opened a small business but I cannot attribute the lot to the business panel. So I had to move my sim to another lot that previously was a bar and changed it to residential and now when I create a small bruiseness it worked. So the problem is once again with rental lots!
Hi!!! I was having this issue as well and it practically ruined my day after I realized I couldn’t turn my lot into a business.
I found the fix I think!
Apparently, this is only happening to lots that were previously listed as a residential rental. You’ll change it to residential but it still doesn’t show up for the lot assignment.
for some reason, this is because the game still thinks the building is listed under residential rental, and essentially puts the building in purgatory.
the fix is to save the lot as a residential, save the lot into your gallery and just replace the lot from there (in manage worlds), so technically the building is fresh and doesn’t have those dirty “residential rental” codes all mucked up in it.
shouldn’t have expected anything less from EA.

This doesn't work for me sadly. Even though I switch it over and save it as a residential, save the lot to my gallery and place it down again (even from manage worlds) as soon as I go into the settings, it has all the previous information from when it was trying to make it a small business saved. For me that means that floor one is the business and two and three is the residential area. It's not clearing out that information switching it over to residential, much in the same way it doesn't seem to be clearing out the fact that the lot used to be retail.
I'm also having the same issue. I created an apartment and two businesses on the same lot. Moved my SIM in and then I registered one space for my business and the residential areas for my apartment. The lot says Residential (Small Business) now but I can't assign my business to this lot.
The lot was previously a Residential Rental lot but I demolished the building, added a new building and then assigned it to Residential. This new pack has been giving me trouble since I installed it. 😡
My sim purchased a small business lot from her phone and built the building using household funds. When I go to assign the business to the lot, the lot does not appear under “business lot assignment”. When I tried buying the lot again it says it’s already owned by this household, when I try to change the lot type it confirms it’s owned. When I go to try to open the business from the sign, it says no business assigned. But when I go to assign it to this owned lot, it does not provide the lot as an option.
