[BH] NPCs do not lecture when asked to start a class

I don't use mods/cc. I believe I have this issue, but not only can I not get employees to lecture but if I make the owner (my sim) lead the class no one signs up and the class fails. No one attends the lecture either. This is despite having 15 customers on the lot.

Is this the same or different issue? Happy to provide my save file again.
