I thought posting in this thread would be helpful, so I'm replying here.
My guess is that if a Sim assigned the "Business Saboteur" role is present at a small business while it's open, and then leaves before the owner closes, the sabotage flag will remain.
Alternatively, this bug may occur if the Business Saboteur isn't kicked out before closing.
