[BH] Sim use objects outside of Home lot /Assigned area

I am not encountering the first one, but have been the second one. I have 2 families that live in an apartment building, with MCCC preventing more move-ins to the apartment building. Yet I have a family of 3 in the ground floor and a single lady in the top floor. The lady spends her time going around the apartment building picking up plates and washing them. But only plates in the building. Not out in the world. 

My sims are cleaning way beyond the area they should be cleaning. I have a residential with small business in Hedford-on-Bagley, whenever my sim will clean up plates that customers use, my sim will leave the home lot and travel all over the world collecting dirty dishes in parks etc (outside homelot but no loading screen needed). This takes up so much time just for plates to be cleaned up. 

I encountered an almost similar issue with my sim leaving in a rental space. Whenever cleaning up dishes, my sim will leave her apartment and clean up for all the common areas. This one is not as bothersome as the one above. 

Sounds like the base reason for what Wish_Me_Nessie is seeing so no, I don't think a separate thread for it now.

I'll wait for more reports to see if others see similar before adjusting the title.

This might need to be a seperate post but it seems like the autonomy of several employee activities will extend to the neighborhood instead of just the lot. I've had a sim go off lot to start harvesting wild plants with the "Harvest and tend garden" activity turned on. 

Mods removed, sorry! First time posting :) 

I had MCCC and UI cheats but uninstalled them with the last update. This happened before installing the new versions of the mods.

Additional info, I hired an employee and set her to tending the coffee counter. She didn't have the issue, and my Sim stopped trying to run off to tend the other counter while the employee was tending it.
