Random sim spawns on closing business and walks into the apartment above with no option to make them leave

Immediately after purchasing and installing Business & Hobbies expansion and registering business, I opened it and had a good influx of customers/sims. After deciding business day was over, I closed the business, but the sims present on the lot did not leave, and continued to come and go as though the business was open. I have even tried bulldozing the lot and replacing it, but all the sims just walked back onto the lot and went back to their previous state. Additionally, when locking doors (lock for everyone except household memebers), sims can still enter and exit as they please with no options available to ask them to leave or preven other sims from entering or exiting the lot.
I did have some mods installed, but when mods were disabled in settings, the issue still persists with no avalable options to allow the player or household sims to get customers to leave.
When a werewolf customer shops at a small business they will invite themselves into the owner's home either when they decide to leave the business, or when the business closes. They cannot be sent away through social interactions. Using the "Send everyone home" action when another visitor is present only sends the non-werewolf visitors home. They sleep in any available beds, cook, bathe, etc. The only way to get them to leave is to have your Sims leave the lot and come back later.
I have only seen this happen with werewolves, and it has happened with every werewolf customer who's attended a small business since the most recent update.
Same exact thing happening to me. Did you ever fix it?
