This is unfortunately related to the werewolf rampaging bug in that unplayed werewolves will not change back into human form after rampaging. They remain stuck in werewolf form even when not rampaging. The way to "solve" this before was to turn on the "werewolves in moonwood mill only" option. That way, whenever they traveled from Moonwood Mill, they'd turn back into human form. The other way to "solve" this would be to go into the werewolves household, cheat their Fury Meter down and then go into CAS and back out. (fairly complicated work to have to do every full moon.)
The only way they can fix this bug is if they fix the other.
I do not play with werewolves or have the pack and this is a consistent issue for me
