Random sim spawns on closing business and walks into the apartment above with no option to make them leave

Had fire during Home Business being open and now people keep coming in. I have had many many bug issues with the sims 4, all and all I tend to manage. However, this time around I am having some major game play issues outside of the usual graphics issues. I had my small business tattoo shop open, when my sims for some reason decided to do a barbeque outside. She caught the grill on fire and my sim ended up putting it out. The business force closed since there was a fire on the lot, however, since the fire my Small Business is basically open at all times....not to mention random sims are now just hoping into my "home" areas of the lot where the fire occurred, instead of sticking in the normal business lot areas. Has any one else had a fire on their lot when their small business was open and had this issue???? I really don't want to get rid of this save but its looking this way :(

Could you please provide the following information
- Are you using mods/cc in your game ? Please remove them and test without them if you do.
- What scenario are you playing ?
I'm a bit unsure what bug you are reporting. That NPCs are now not leaving after the fire or the fact that you had a fire on the lot ? Did you try reloading your game or travel to another lot ?
No, I do not have mods/cc. The NPCs left after the fire, but random NPCs walking the street will walk into my closed small business, on my “Businesses and Hobbies” lot, to use the bathroom/mirror etc. Random walking NPCs will now also walk into my previously “private living” space wear the fire had occurred. I have not yet checked from the original date of the issue but can follow up after the save file is played again.
