I do not know if this is a bug or an intended feature, but if it is the latter it renders all food-focused businesses in the newest pack completely unviable.

I'm having the same problem. I have to keep dividing up the servings one by one to stock the fridge and it's so annoying. I don't understand how such a core game play mechanic could be overlooked like this...
Then again, every time I come back to this game there's still bugs from literally 5-10 years ago that haven't been resolved that you need to install third party mods to deal with, so I'm not really surprised.
