I wonder if this is the same issue I am having. I have opened a Small Business on a Beach lot to sell food items out of the bakery shelves that come with Businesses and Hobbies. The building is on a stilted foundation with 3-4 stairs to get inside. The kiosk is just outside next to the stairs, and customers are able to check in, but they never go to the shelves to buy anything. I took off all activities except for Browse and Buy, and they will still only hang out by the residential area, chatting instead of browsing and buying. One Sim did go inside but only to judge the decor, then left and didn't look once at the shelves. I put the bakery shelves right in the middle of the room, so there is access to all sides.
Side note: I have all Mods disabled.
