Both my sims have level 10 tattooing and lower level tattoos that were unlocked are now locked - IE level 3 freezer bunny that was unlocked now says locked. A sims without tattoo skill was added to the household then moved out and after that the tattoos appeared as locked. Will try adding sim back to household and skilling them up to see if it unlocks them. Why are Tattoos tied to household instead of individual sim? - I play on XBOX no mods
