[BH] Tattoos not unlocked/relock with skill up

I had one sim leveled up to 9 unlocked all poor quality and sketch pad but only level 7 right arm is locked. when i upload to gallery and redownload, one save they lock again the other save he has same unlocked - locked right arm level 7. 

I think there are still bugs though because he is level 9 and everything is unlocked except right arm level 7. 

Here too, Lv 10 and still tattoos are locked, that only requirement is a certain level to unlock.

PS4, no Mods, Skill not cheated
