If you can't find the option to build, place ironyum and platinum in the world. Make your sims to put it back into inventory. Then click the shard and there will be the option to build.

    I've tried this a few times and it's still not showing up, I've had trouble with it for a week and now it's only got 22 hours left so I can't finish the event

    Edit: I've finally figured it out and got it done 20 minutes before the event ended.
