Necklaces not appearing is usually an issue with the asset and some of them are design. The issue also occurs on Sims. I think there's actually a thread for these in feedback but not sure if this particular one has been reported.
In any case please create two threads here. The dress is mannequin specific so it needs it's own thread. I can't find the second asset that has the issue. Your pics seem to be both the same dress.
