Bugs with pet interactions

I am not able to bathe my dogs, kiss or give special smooches. When the interaction is prompted my sims just pick up the dog and hold it and nothing happens. I have tried everything to resolve this, including removing mods. I'm guessing it's an issue within the game itself from the last update? Is this happening to anyone else?
