Still having this issue, I recently started a fresh save (no CC, only MCCC, UI Cheats and Healthcare Redux). The family has been burgled twice (once in their first home, and again in their new home). The first time my sim didn't have an alarm, the burglar took a couple of items and my sim called the police a few times but nobody ever came.
The second time, they had an upgraded alarm that's meant to call the police (Police Link Security Upgrade) and the alarm went off and the burglar just left. I also had my sim call the police but none ever came.
