I do not have the Off-the-Grid lot challenge on my lot, yet almost every time that my sim uses the cellphone (whether it be to schedule a date, text someone, or even if she gets a call from someone), she gets a moodlet relating to being off-the-grid and the phone call dropping. The moodlet varies in emotions - I've seen it as happy and as angry before. This moodlet has even appeared while my Sim was using her phone in Ciudad Enamorada in a public area.
