I'm not sure if it's the off-the-grid moodlet, but nevertheless bad reception moodlet I get pretty much every time my sims call someone. Happens regardless of lot, world, or sim. Most recently happened to an adult sim in Fashion District in San Myshuno. I'm using a pc and my game's set in Finnish (the translation might be a bit different which is why I'm not sure if it's the same off-the-grid moodlet).
