Tested with and without mods. still happens but simply I want to clear a lot of a build I had started and am scrapping. no sims live on this lot but I click bulldoze and it for a moment pops up sayin...

No idea what's going on in your game then.
It's working fine for me but maybe there's other having the same problem that can chime in.
