Tested with and without mods. still happens but simply I want to clear a lot of a build I had started and am scrapping. no sims live on this lot but I click bulldoze and it for a moment pops up saying cant do that as you don't own this lot but then tries to do it anyway and then gets stuck in a loading loop and does nothing. wont respond and forces me to task manger close it.

I am having this issue also. Started a build in the middle northeast lot in Henford on Bagley. No sims moved in, just building a new build (build mode from the map.) I decided to bulldoze it, but got that same message about not owning lot and I get the endless spinning thing.
I'm on Xbox Series X. Also, this doesn't happen with every lot. It seems random.
Workaround: I moved a sim in and then I could bulldoze the lot.
