Do you have the same issues if you play in full windowed mode ?
The resource.cfg is a game file. You don't need to remove that one.

Oh- yep! It looks like playing in full windowed mode fixes the issue. Not exactly ideal, as I like to keep tabs on my computer's battery, but I'll take whatever I can get at this point lol. Tysm!!!!!
