Steps that I did
As an adult sim have a portion of the food in the inventory
Click small child and select an option Give the food from your inventory (not sure how it's in english version, but that's my translation :))
Select the food in the popup window
Result:
The adult comes close to the small child and the animation ends; Food never gets transfered between inventories
