After I place one item the next item I select won't place, it flips back to where it was previously, or is carries around by my mouse indefinitely. I found by clicking a different tool across the top...

A few weeks ago I when into my PC Game Settings:
- Sims 4 - Power Saving
- System - Gaming select Default Settings
- Display
- Hardware - Accelerated Schedule - Off or Disable
- On Monitor Right-Click for Nvidia Configuration Panel - Manage 3D Settings - Restore
These changes on my Desktop PC for my poor Sims 4 help a bit
And just a few days ago, I finally disabled EP 15 & EP 18 (For Rent & Business Hobbies)
My game is running much more smoother now. I'm not very techy but I hope this will maybe help other simmers. Also, this is for Vanilla players. Don't know about the Modders/MCCs/CCs players, but my guess is probably uninstall all that.
