After I place one item the next item I select won't place, it flips back to where it was previously, or is carries around by my mouse indefinitely. I found by clicking a different tool across the top...

DeeliciousSims tested your save (that lot you said) and have no issues. Placed about an dozen items and was able to leave the lot fine.

It randomly happens, so it's hard to recreate.
For the specific lot, it could be different for every person and every save. I gave my building save where it happened more recently.
I don't know what causes it. In the video I attached, I never built on that lot before, and I was building for 47 minutes.
I did look at that report, but this issue isn't the same. There's no way of getting out of it or pressing a tool to then complete the action. You will always have to force quit.
Ah sorry. I was under the impression it happens always on that lot for you.
Why did my post get moved?
This isn't the issue I'm having. There not related at all and different.
I really wished the Archived Bug Reports didn't get removed because then you could see more reports of thing I'm talking about.
