After I place one item the next item I select won't place, it flips back to where it was previously, or is carries around by my mouse indefinitely. I found by clicking a different tool across the top...

This currently seems to only be happening on one save file, that I haven't played on very much. I do own For Rent (not sure if that could be related), but it has not been used on this file.
The house this file is using was built in another save, saved to the gallery, then placed in this save.
I had previously done some building on this save file with no issue. Then one day I tried to replace the pack'n'play with a crib and the glitch started happening (video of it attached). When I grab the crib - or other new items - they will just disappear after a few seconds. Some items this didn't happen with (the curtains seemed to stay, and a few other items I was able to place), but most items seem to just be disappearing.
