After I place one item the next item I select won't place, it flips back to where it was previously, or is carries around by my mouse indefinitely. I found by clicking a different tool across the top...
Ideas
When trying to move or place things in build mode, I have to click on the sledgehammer in between placing things. This includes wallpaper and flooring. When deleting things I still have to click off and then back on to the sledghammer in between deleting items.
