After I place one item the next item I select won't place, it flips back to where it was previously, or is carries around by my mouse indefinitely. I found by clicking a different tool across the top...

I've searched the forums but can't find a solution. Every time I enter build/buy and go to place and item it disappears immediately. I play with no mods or CC. Have cleared cache, repaired game, and restarting my PC. help.
