[CL] [LS] White Screen/Endless Loading when loading world with penthouses

The world appears all white and I can't click on anything. This is without CC or mods.

I have tried repairing, deleting thumb cache etc. The only thing that restores it is starting a new save, which is extremely disappointing as my current save is fairly new and now I can't incorporate gameplay for a pack I have paid for without starting again.

Does anyone have a solution for this? I have tried to check other threads.
