[CL] [LS] White Screen/Endless Loading when loading world with penthouses

Yesterday I turned one of my residential lots (Torendi Tower penthouse) into a rental with 6 areas, ever since I've done that I am unable to access the manage worlds screen, as trying to results in an infinite loading screen.
I'm able to load the game back up by pressing "resume game" on the main menu, but not "load game", so im pretty sure the issue is with manage world itself. 

I went back to a previous save and tried to turn the same lot into a rental again and it resulted in the exact same issue. 
I've also tried booting up my saves with mods disabled so they aren't it either

I have been unable to find anyone else with this exact same issue (ive seen something similar floating around but those have white screens as opposed to infinite loading screens) and i was wondering if anyone knows whats up? I really wanna be able to play with rentals if possible :/
