When trying to load a world with a penthouse such as San Myshuno, or Ciudad Endamorada all I get is a white screen...

Hello, I'm having a really weird problem with my game where I just can't open Ciudad Enamorada, the screen goes white as if loading the world but never actually loads, the world select button goes greyed out but other game options such as the option to leave game are still available.
I have every pack and no script mods installed, I do have a number of custom content build/buy items, but I am experiencing this issue even when I take out my mods folder.
The issue occurs in all of my save files.
I have ran a game repair and the issue was not resolved, I'm not sure what else to do! Help!
I am having the exact same problem since the latest update 1.118. Without any mods or cc, i cannot open Ciudad Enamorada in any save, even in a new one. The screen goes white and the world select button goes greyed, obligating me to exit the game.
I am having the same problem. Its broken my saves and i use no CC or mods.
i'm also having this problem. if you can, try to like this post and other describing the issue so the bug gets flagged!

Same problem. I think developers made some **bleep** again and now old saves don't match with new game's version. So only developers can fix this problem by new update
