I'm playing on Mac. I can't load Ciudad Enamorada in any save, including a new one I created to test this. All other worlds load as expected, but Ciudad Enamorada is stuck on a white screen when accessing from manage worlds. In the new save, I tried to move into Ciudad Enamorada straight from CAS and had the same issue.
I do normally play with mods, including TOOL. I've tested this with and without TOOL and with and without mods at all. The same thing is happening regardless and is happening without any mods installed. I created the new save without mods entirely just to make sure the issue wasn't anything lingering from the mods having been in other saves. Same result.
There is one save in which I can load Ciudad Enamorada sometimes, but I have no idea what conditions allow me to load the world. It's very inconsistent and most of the time it's just the white screen.
I saw another post for reporting issues with worlds with penthouses and/or residential rentals from loading, but I can access San Myshuno just fine in all of these saves and in some saves I have residential rentals in some worlds and in other saves I don't. This seems like a different bug unrelated to these other issues.

They include 1) my legacy save which is the largest one and never loads Ciudad Enamorada 2) my other save focusing on playing with Life & Death which sometimes loads Ciudad Enamorada and 3) the new save I created after turning off mods that doesn't load Ciudad Enamorada even straight from CAS.
