This happened to me today as well! I thought the neighbours would stop being so noisy when my sim angrily complained about the noise, but they didn't even though they promised to stop. I play on PC, no mods or cc.

Nancy "the noisy neighbour" gave my sim such a mean glare that I think she intentionally didn't stop the noise, but then my sim should at least be able to complain about the noise again, which he couldn't do.
